Are Plutocratic Ideas Good Eu4?

The thing is, that plutocratic is a hybrid group and a pretty good one in my opinion. -2 unrest is great, goods produced is one of the best modifiers in the game and a merchant is always usefull. It's usually a must for my Republic playthroughs. Even though it's not the best, I find it pretty worthwhile to invest in.

It's a pretty good first military pick if you plan to expand through backward regions. You've got plenty of time to secure your position in Europe before your enemies get more military bonuses than you, and there's plenty of time to grab combat-oriented ideas yourself to deal with Europeans later on.

Are offensive ideas good EU4?

Offensive goes a little better for generals and a lot better for siege (a must in late game against rich countries that can support lv 8 forts like those in India). It also allows to support larger armies. Quality goes a little better for reducing manpower losses due to better discipline+combat ability.
