Are Timestamps Always Utc?

A few things you should know about Unix timestamps:
Unix timestamps are always based on UTC (otherwise known as GMT). ... It is reasonable to say "a Unix timestamp in seconds", or "a Unix timestamp in milliseconds". Some prefer the phrasing "milliseconds since the Unix epoch (without regard to leap seconds)".

Do timestamps have TimeZone?

Unix timestamps do not change accross timezones, they are created for the purpose of having a standard time across globe. NOTE:- Timestamps are calculated on the basis of current time in the computer thus do not rely on them until and unless you are very sure about the time settings in the participating machines.

Is Epoch same as UTC?

Technically, no. Even though epoch time is the means elapsed seconds since 1/1/70 00:00:00 the real "GMT" (UTC) is not. UTC time needed to be changed a few times to take in to account the slowing speed of the rotating earth. As everybody wrote, most people use epoch at UTC.
