Dense and firm-fleshed fish (like rockfish, cobia, or mahi) hold up well frozen. Softer fleshed fish, particularly fatty and oily ones (like bluefish or spanish mackerel) do not freeze well, and should be eaten fresh. Salmon and tuna have high amounts of fat, so they freeze okay, but they are much better fresh.
Does freezing fish ruin it?
As far as the freshness of the fish goes, freezing does nothing for you. It doesn't kill bacteria, just temporarily stops it's growth, so freezing inferior fish does not make it "safe". ... Fish is mostly made of water, and water expands during freezing. This tears the flesh of the fish and makes it mushy.
How do you store cobia?
One thing to remember about cobia, though, is that it doesn't freeze that well. It'll keep for a couple months in a well-sealed - ideally vacuum-sealed package - but like any fish, it's best eaten fresh.
