Cyril was born in Saint Kitts and Nevis as one of the two children of parents. His father Christopher Ralph Vanier is an author, who published Caribbean Chemistry-Tales from St.Kitts in 2019 that highlights his St.Kitts childhood in the 1940 and 1950s.
Vanier graduated with a Bachelor of Arts degree in Law & Business from the University of Warwick in England. He then moved to Paris and enrolled at the Institute of Political Science from where he earned his Master’s degrees in Political Science and Journalism.
