Debbie Allen was born on January 16, 1950 in Houston, Texas. Her father, Andrew Arthur Allen, worked as an orthodontist, and her mother, Vivian Ayers Allen, was a Pulitzer Prize-nominated artist. Allen was the youngest of three siblings and was exposed to the arts from a young age thanks to her mother. She was particularly interested in dancing and auditioned at the Houston Ballet Academy at the age of twelve. Despite exceeding the admission standards, she was initially denied entry due to her race. However, she was eventually admitted by a Russian instructor who saw her perform in a show. Allen later experienced further racism in the ballet world when the North Carolina School of the Arts told her that her body was not suited for ballet, despite her proficiency as a dancer. This led her to focus more on academics and other artistic pursuits.

Allen earned her Bachelor of Arts degree in classical Greek literature, speech and theater from Howard University before studying acting at HB Studio in New York City. She was also a member of Chi Delta Mu Health Professional Fraternity.
