It seems that 3D Touch has been completely replaced by Haptic touch in iOS 13 Beta 1. Only some apps (I think only 3rd party ones) still function like they used to. On the home screen, a long press will trigger the 3D Touch menu for the app and if you keep holding it, it will enter wiggle mode.
