Did Hei Lose His Powers?

During this battle, Hei discovers that he has lost his Contractor powers, but still efficiently deals with several Russian agents and manages to fight somewhat equally against Tanya and her ability.

Does HEI regain his powers?

Hei is spared by the group as he is the only one who can stop Izanami. As Yin awakes and seemingly kills Suo and July, Hei confronts her with his restored powers.

What happened HEI?

Hei is alive, and so is Bai, who is fused with him. Now there are two explanations: The first and the best one is Hei was not able to use his powers as Bai fused with the core, and not only that but at the end, the core is destroyed, bringing Bai back to Hei.
