Do commercial flights use VFR?
No. It is prohibited under FAR 121 and every airline's Ops Specs except where an exemption has been granted. Such exemptins are not common at all, and usually involve sightseeing flights with larger aircraft or something like that. No one may fly under VFR above FL180 anyway.
