Do peppercorns dissolve in cooking?

Whereas whole peppercorns will gradually release subtleties of flavor, pre-ground pepper can change somewhat quickly from barely noticeable to a burst of strong pungency. Peppcorns don't dissolve. They soften, and they give up a lot of their flavour, but they don't dissolve.

Can you soften peppercorns?

You can rehydrate both air-dried and freeze-dried green peppercorns by soaking them in water (or dry vermouth, or stock) for half an hour or so, but the freeze-dried corns will respond better. The Peppermongers' green pepper is freeze-dried.
