Does Felwinter's Helm Work with Stasis?

Using ranged melees have always triggered Felwinter's Helm's perk in suppressing and disorienting surrounding enemies. However, using the stasis melee - which is a one-shot-kill on most red bars - does not trigger the perk.

Does Felwinter's helm work with celestial fire?

Exactly as the title states, using a ranged melee such as Top Tree Dawnblade's Celestial Fire or Middle Tree Stormcaller's Ball Lightning will not proc Warlord's End AoE Effect if it kills the enemy outside of regular melee range.
