I am a linux newbie as well, but a mirror is just another server to host a download of a file. When you click on either main or bases server you will be given a list to pick from, if your download are slow you can select a faster more local one but there is no harm in keeping it default from what i can see.

yes, mirrors are safe. apt packages are signed with gpg, which protects you when using other mirrors, even if it downloads over http.
