Go to Fortified Doma of Mneseas.
Xarios is in a room you need to have Knowledge Sequence 3 to get to.
Defeat him and confirm the kill.
In his corpse, you'll find the second Key fragment (Quest Item).
4. Quest Completed
Rewards: Legendary XP
After completing Good From Far, Far From Good you will get or will be able to get Deadly Little Secrets.
