To get the Kitain Cross Spear diagram, you need to finish the Orobashi's Legacy world quest line, also known as the quest that ends the rain on Yashiori Island. Once you finish “Orobashi's Legacy: Part V,” you'll get the diagram to teach you how to make the Inazuman Polearm weapon.

How do you get the Inazuma Craftable weapons?

Unlocking the weapons in Inazuma requires you to complete multiple world quests and sub-quests. Update 2.0 not only gave us new characters to play, but also new weapons that can be forged in the Inazuma region. However, the diagram or blueprint for the weapons can only be acquired by finishing quests.

Where are the Inazuma Craftable weapons?

The Blacksmith is located in the lower portion of Inazuma City. Make sure you interact with the blueprints for the weapons in your inventory to add them to the crafting list.
