Wipe the adhesive surface with a solution, such as (a) rubbing alcohol, (b) WD-40 or ultimately a solvent, such as (c) xylene or white spirit (when local pertinent health and safety rules permit this, of course). Allow the bitumen to soften and then scrape it off.
Can you paint over bitumen paint?
Generally, it is fine to paint a bitumen paint over another bitumen product; if the reason for painting is to change the colour, then consider a bituminous barn paint like Carbolustre or Green bitumen paint.
The trick here is to dip the bitumen brush in a solvent that dissolves and softens most of the tar. When the brush is softened enough, gently scrub off the bitumen using the toothbrush. The toothbrush also takes the cleaning agent to all parts of the bitumen brush, which cleans your brush faster.
