How Pietro Get His Powers?

In that MCU sequel, it was revealed that Wanda and her quick brother, Pietro (Aaron Taylor-Johnson), received their powers from the Mind Stone after being experimented on by HYDRA.

How did Wanda and Pietro get their powers?

After believing this story for years, it is then revealed that Wanda and Pietro actually aren't mutants at all: They were kidnapped as babies and genetically engineered to have powers by a being known as the High Evolutionary (basically a superhuman mad scientist).

Did Pietro always have powers?

Wanda having some magic-related abilities as a child is what the Mind Stone responded to. But there's no sign Pietro had secret super-speed powers as a kid. More importantly, Quicksilver's abilities are not based on magic. If he wasn't born with super-speed, there would be nothing for the Mind Stone to amplify.
