Baez was born to Puerto Rican parents in Manhattan, New York, and reared by his single mother in the Bronx, New York, and South Florida with his three sisters. After that, he attended Homestead High School in Florida, but dropped out in the ninth grade. At the age of 17, he married and became a father.

He joined NATO in Norfolk, Virginia, after receiving his General Equivalency Diploma (GED), where he was trained as an intelligence analyst and held Top Secret security clearance. Following his discharge from the Navy in 1989, Baez attended Miami-Dade Community College before transferring to Florida State University, where he obtained a bachelor’s degree. In 1997, he graduated from St. Thomas University School of Law with a Juris Doctor degree.
