Stephanie was born on 23 January 1974 in Los Angeles, California. Her parents moved to California in the 1960s and she was raised along with five siblings in the San Francisco Bay Area.
Elam with a height of 5 feet 5 inches (1.65 meters) attended Saratoga High School. She then moved to Washington D.C. to attend Howard University earning a degree in broadcast journalism at age 21 in 1995.
