If either joint moves you could have a loose output shaft bearing or wheel bearing. If the shaft moves then a cv joint could be on its way out. Generally speaking though, a small amount of play is acceptable.

How much play should an inner CV axle have?

Almost all CV joints have a little bit of play, but any more than 1/8-inch in any direction indicates a damaged or worn-out inner CV joint.

Are axles supposed to move in and out?

The inner CV joints are actually called Plunge joints because the axle is allowed to plunge into it. The in and out movement has to be there as the suspension moves up and down the axle moves in and out of the joint. If it didn't it would bind. There are two joints here and they have different in and out limits.
