Generally speaking, when you hit the bottom dot, you're about a quart low on oil. The low dot is low and the high dot is full. Never fill above the top dot. Half way is perfect.
Should oil levels be in the middle?
If your oil is in in the middle section - you are generally OK. But, if you know you have a slow leak or that your car burns oil - I would keep an eye on it. Better yet - a little top up. If your oil is in the bottom section you should (at a minimum) top up.
If the oil level is a little above the full mark, that shouldn't cause problems. If it's overfilled by half a quart or more, or foam shows on the dipstick, the best fix is to have the oil drained and refilled to the proper level.
