What Are Policy Streams

Policy stream concerns proposals for change coming from Academia or scientific organizations. And finally, politics stream composed by political issues. A conflict arises when these streams can’t be coupled given fragmented scenarios, and consequently a policy window will not be opened.

Kingdon (1984) suggests that policy change comes about when three streams—problems, politics, and policies—connect. Kingdon’s model shows that while the three streams may be operating independently of one another, all three need to come together in order for a policy to emerge.
