No, without developer toner is useless. It can use even after bleaching or after dyeing session in order to refresh your hair color and improve shine. Just think! if you bleached your hair as blond and it turned into a baby-duck yellow, you need to apply violet toner with 20 volume developer.

dont mix in conditioner, that probably wouldnt work. If your up to switching brands I would suggest Manic Panics toner? It does have a purple tint but if you want to throw some conditioner in that stuff it would be okay! As for the Wella, I really wouldn’t advise mixing it with conditioner.
