Tasha's Cauldron of Everything also added 8 new Eldritch Invocations along with a new Pact Boon described below. Ref. Warlocks with a patron of the Archfey make pacts with powerful lords of Faerie, wild incarnations of the forces of nature, to gain their power.
Who can be a warlock patron?
A warlock can become a patron, but there are no specific rules for it. According to Dungeon Master's Guide p. 38, becoming a patron is indeed a possibility for a warlock who reaches 20th level: Characters who reach 20th level have attained the pinnacle of mortal achievement.
Can a warlock make a pact with a god?
There are no rules for pacts
In 3.5, there are no rules whatsoever for Warlocks making pacts. There is some fluff about either warlocks or their ancestors having maybe had some dealings with evil outsiders at some point, but pacts are simply not mechanically part of the 3.5 warlock class.
