If multiple creatures block the same attacker, the attacking player orders those blockers to show which is first in line for that attacker's damage, which is second, and so on. This is all part of the "declare blockers" action. Once that's done, players can cast spells and activate abilities.
Who decides blocker order?
Once the defending player declares his or her blockers, for each attacking creature that is being blocked by multiple creatures, the attacking player chooses the blocking order*.
Who assigns damage to blockers in MTG?
When a creature becomes blocked by multiple blockers, the controller of the attacking creature immediately assigns a blocking order. That's the order creatures will be dealt damage in. Then in the damage step, damage is assigned along that order.
