When you begin to pet or rub them, they let their guard down and become so relaxed that their tails will stop wagging. A dog's tail has vertebrae and muscles that they control using their spinal nerves. When they become relaxed, they subconsciously ease these nerves and muscles, which cause their tails to stop wagging.
