Numerous factories that once lined the Hudson River poured garbage and industrial waste directly into the river.

Why is the Hudson River so gross? It’s honestly just common sense to not take a dip in the Hudson River. It’s polluted with PCBs (polychlorinated biphenyls — which are man-made chemicals), cadmium, sewage, urban runoff, heavy metals, pesticides, and lots and lots of bacteria.
Why don't they clean the Hudson River?
The Hudson River is not cleaning itself. But the decline is largely due to the ban on PCB discharges that went into effect that year. When direct discharges of the contaminant were stopped, PCB concentrations in river water and fish, logically, dropped as well.
