What Do Capability Targets Do

Capability targets define how the jurisdiction is going to accomplish each Core Capability. That is the brilliance of the system – national-level definitions for key activity areas which are then refined by each jurisdiction to identify how they will best apply them.

Capability Elements are the resource required to perform the critical tasks, under the conditions defined by the National Planning Scenarios, to the performance standards. They include: personnel, planning, organization & leadership, equipment & systems, training, and exercises, evaluation, and corrective actions.
