Logically, it should be "timelier." Adjectives that end in "~y," like "funny," "early," and "windy" always end in "~ier." That seems to be the general rule for making comparative adjectives . To me "timelier" sounds clumsy and inelegant. "More timely", in my opinion, sounds better and flows off the tongue as speech.
